Three recent cases of climate extremes are studied to identify human impacts and response strategies and to identify common characteristics that may help illuminate the nature of climate hazards. The 1980 heat wave in the central United States, 1981 cold wave in Boston, Massachusetts, and recent flooding and lake level rise in northern Utah, illustrate several important aspects of climate hazards that separate them from the more traditional set of catastrophic events (e.g. tornadoes, hurricanes and earthquakes) usually dealt with by hazards research and management. Among those characteristics are an emphasis on health impacts rather than physical damage, accumulative effects rather than short shocks, a tendency for impacts to accrue to certain socio-economic classes, and relatively slow onset. Monitoring long-term change in forested landscapes is an intimidating challenge with considerable practical, methodological, and theoretical limitations. Current field approaches used to assess vegetation change at the plot-to-stand scales and nationwide forest monitoring programs may not be appropriate at landscape scales. We emphasize that few vegetation monitoring programs (and, thus, study design models) are designed to detect spatial and temporal trends at landscape scales. Based primarily on advice from many sources, and trial and error, we identify 14 attributes of a reliable long-term landscape monitoring program: malpractice insurance for landscape ecologists. The attributes are to: secure long-term funding and commitment; develop flexible goals; refine objectives; pay adequate attention to information management; take an experimental approach to sampling design; obtain peer-review and statistical review of research proposals and publications; avoid bias in selection of long-term plot locations; insure adequate spatial replication; insure adequate temporal replication; synthesize retrospective, experimental, and related studies; blend theoretical and empirical models with the means to validate both; obtain periodic research program evaluation; integrate and synthesize with larger and smaller scale research, inventory, and monitoring programs; and develop an extensive outreach program. Using these 14 attributes as a guide, we describe one approach to assess the potential effect of global change on the vegetation of the Front Range of the Colorado Rockies. This self-evaluation helps identify strengthes and weaknesses in our program, and may serve the same role for other landscape ecologists in other programs. 相似文献

Transportation plays an important role in modern societies. Despite the advantages inherent to well functioning transportation systems, they always generate significant negative side effects that put a burden on the quality-of-life, especially in urban areas. This is especially true of the way in which increasing automobile usage generates important negative impacts such as congestion, increases in accidents and additional vehicle emissions. The European Commission proposes to address these impacts by shifting modal share away from private transportation: in the local transportation sector this means improving the performance of public transportation operators so as to compete with the advantages of private car use.Recent legislation has increasingly required public transportation companies to operate in an environment of increasing competition; consequently there is constant pressure on the operators to improve the efficiency of their performance in order to survive. Benchmarking is considered as one of the most promising ways to help maintain and improve the quality and efficiency of this sector by the sharing data on good practices among operators. This paper concentrates on the practice of ‘benchmarking’ e.g. the measurement of indicators for an individual operator and ‘a comparison of results’ with other operators. The empirical basis for the paper comes from the EU-DG project called EQUIP (Extending the Quality of Public Transportation).The paper has the following structure: in the introduction of the paper, the theoretical framework is discussed: what are the experiences in the industry with benchmarking in public transportation? What is measured with benchmarking? How are the potential benefits of benchmarking exploited? The second section deals with the methodology of the benchmark process. Attention is then turned, in the third section, to practical experience. It deals with the complications of data collection and how to select indicators to provide relevant information for public transportation.After some interim conclusions on achieving and sustaining improvements in Section 4. In the final Section (5), the paper concludes with the experiences of piloting this methodology and makes recommendations for changes in the institutional environment for the successful introduction of benchmarking on a national and European basis for this sector. 相似文献

development. Our field investigations identified the approximately 50 km of unpaved roads as the primary source of anthropogenic
sediment. Field measurements of the road network in two catchments led to the development of a vector-based GIS model to predict
road surface erosion and sediment delivery. We estimate that road erosion has caused at least a fourfold increase in island-wide
sediment yields and that current sedimentation rates are unprecedented. Paving the dirt roads and implementing standard sediment
control practices can greatly reduce current sediment yields and possible adverse effects on the marine ecosystems surrounding

Adaptations in infrastructure may be necessitated by changes in temperature and precipitation patterns to avoid losses and maintain expected levels of service. A roster of adaptation strategies has emerged in the climate change literature, especially with regard to timing: anticipatory, concurrent, or reactive. Significant progress has been made in studying climate change adaptation decision making that incorporates uncertainty, but less work has examined how strategies interact with existing infrastructure characteristics to influence adaptability. We use a virtual testbed of highway drainage crossings configured with a selection of actual culvert emplacements in Colorado, USA, to examine the effect of adaptation strategy and culvert characteristics on cost efficiency and service level under varying rates of climate change. A meta-model approach with multinomial regression is used to compare the value of better climate change predictions with better knowledge of existing crossing characteristics. We find that, for a distributed system of infrastructural units like culverts, knowing more about existing characteristics can improve the efficacy of adaptation strategies more than better projections of climate change. Transportation departments choosing climate adaptation strategies often lack detailed data on culverts, and gathering that data could improve the efficiency of adaptation despite climate uncertainty. 相似文献

Most homes in the Navajo Nation use wood as their primary heating fuel, often in combination with locally mined coal. Previous studies observed health effects linked to this solid-fuel use in several Navajo communities. Emission factors (EFs) for common fuels used by the Navajo have not been reported using a relevant stove type. In this study, two softwoods (ponderosa pine and Utah juniper) and two high-volatile bituminous coals (Black Mesa and Fruitland) were tested with an in-use residential conventional wood stove (homestove) using a modified American Society for Testing and Materials/U.S. Environmental Protection Agency (ASTM/EPA) protocol. Filter sampling quantified PM2.5 (particulate matter with an aerodynamic diameter ≤2.5 μm) and organic (OC) and elemental (EC) carbon in the emissions. Real-time monitoring quantified carbon monoxide (CO), carbon dioxide (CO2), and total suspended particles (TSP). EFs for these air pollutants were developed and normalized to both fuel mass and energy consumed. In general, coal had significantly higher mass EFs than wood for all pollutants studied. In particular, coal emitted, on average, 10 times more PM2.5 than wood on a mass basis, and 2.4 times more on an energy basis. The EFs developed here were based on fuel types, stove design, and operating protocols relevant to the Navajo Nation, but they could be useful to other Native Nations with similar practices, such as the nearby Hopi Nation.
Implications: Indoor wood and coal combustion is an important contributor to public health burdens in the Navajo Nation. Currently, there exist no emission factors representative of Navajo homestoves, fuels, and practices. This study developed emission factors for PM2.5, OC, EC, CO, and CO2 using a representative Navajo homestove. These emission factors may be utilized in regional-, national-, and global-scale health and environmental models. Additionally, the protocols developed and results presented here may inform on-going stove design of the first EPA-certified wood and coal combination stove. 相似文献

Night-time satellite imagery enables the measurement, visualization, and mapping of energy consumption in an area. In this paper, an index of the “sum of lights” as observed by night-time satellite imagery within national boundaries is compared with the emergy of the nations. Emergy is a measure of the solar energy equivalent used, directly or indirectly, to support the processes that characterize the economic activity in a country. Emergy has renewable and non-renewable components. Our results show that the non-renewable component of national emergy use is positively correlated with night-time satellite imagery. This relationship can be used to produce emergy density maps which enable the incorporation of spatially explicit representations of emergy in geographic information systems. The region of Abruzzo (Italy) is used to demonstrate this relationship as a spatially disaggregate case. 相似文献

Climate change is increasing water scarcity in Sri Lanka. Whether these changes will undermine national-level food security depends upon the ability of the small-scale farmers that dominate rice production and the institutions that support them to overcome the challenges presented by changing water availability. Analyzing household survey data, this research identifies household, institutional, and agroecological factors that influence how water-stressed farmers are working to adapt to changing conditions and how the strategies they employ impact rice yields. Paralleling studies conducted elsewhere, we identified institutional factors as particularly relevant in farmer adaptation decisions. Notably, our research identified farmers’ use of hybrid seed varietals as the only local climate adaptation strategy to positively correlate with farmers’ rice yields. These findings provide insight into additional factors pertinent to successful agricultural adaptation and offer encouraging evidence for policies that promote plant breeding and distribution in Sri Lanka as a means to buffer the food system to climate change-exacerbated drought. 相似文献
